Question
If the clothing of a person, or a part of his bare body (such as his hand) or his khuff, if it does a impure place which is dry, does it make what has touched it also impure ?
For example, there was some urine on the carpet, and then it dried totally. If the above mentioned things does touch it, does it make them impure?
Or for example, when one closes the cap of the toilet and does flush the toilet, the flushed water will leave water drops behind on the back of the cap. Now if the water drops are dried and one comes with his cloths touching it when sitting on toilet, does this make the clothes impure?

In the Name of Allāh, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāh wa-barakātuh.
If a person touches an item which the impurity has dried and there are no traces of impurity on his hand or clothes, then his hand, clothes etc will remain pure. However, if there are traces of impurity on his hand, clothes etc, it will be regarded impure and will have to be cleansed.
