Question
I have a problem that sometimes drops of urine or other impurities (except semen) are excreted out of my penis which make my clothes impure. I decided to wash it and close the mouth of my penis by some tape for some time. Then I made wadhu and offered salat or recited the Holy Quran. When I went again to the wash room and removed the tape, I found some impurities on the area I had closed. I washed it and again closed its opening with a tape.

As-salāmu ‘alaykum wa-rahmatullāh wa-barakātuh.
There is absolutely no need for you to control the drops of urine etc as you are presently doing. In fact, you should not do that. The solution is after relieving yourself, sprinkle water around your private parts and undergarments. If you perceive any wetness, you could attribute that to the sprinkled water. This is the advice given by Jibraeel (AS) to Rasulullah (SAW) for the males of his ummah.
