Are Tawhid al-rububiyya and Tawhid al-uluhiyya invented by Ibn Taymiyya ?

That relationship and bond is a special one through which one treads the path of sulook and closeness to Allah Taala. I therefore take the liberty to offer you some beneficial advice for the pleasure of Allah. I have observed that you send many academic queries. Mashallah, you do have a quest for ilm. To the best of my understanding about you, you have not formally study shariah. If that is correct, my advice to you is you should make mashwara with me on what you read. You seem to be reading a range of subjects. This is gleaned from your queries. Such an approach is dangerous. You should not do that.
It is not beneficial for a non-alim to delve into the technical and intricate issues of shariah. That is for an alim. He understands the basics and will be able to direct technical issues to its sources and consider the many angles of the different technicalities. That is beyond an alim and also of no benefit to him. A non-alim should understand the basic issues of deen and practice on it.
