For women who has short afro hair after umrah and hajj how much they cut? How they should cut?
Likewise a women who has cancer and have very short hair. How do they cut?
I believe they imitate on top (without cutting) or they still cut little bit from one side and less than 1/3 of finger as an excuse?

Answer:
In the Name of Allah, the Most Gracious, the Most Merciful.
As-Salāmu ‘Alaykum Wa-Rahmatullāhi Wa-Barakātuh.
In principle, for a woman to exit Ihram, she must gather her hair and trim by the length of one fingertip or little more from the bottom.
If her hair is so short that trimming by the length of one fingertip would leave her hair shorter than one fingertip’s length, then it is preferable that, after completing ʿUmrah, she trims one fingertip’s length from half of her head, and after completing Hajj, she trims the same amount from the remaining half. In this way, she will exit Ihram.[1]
However, if her hair is extremely short (less than a fingertip’s length) such that the required amount of trimming is not possible, she should not shave her head, as shaving is not permissible for women. Rather, she should cut at least one quarter of her head (slightly more) with a scissor*. This is sufficient for her to exit Ihram.
If she has no hair at all, she should likewise pass a scissor over her head, just as a bald person passes a razor over the head when exiting Ihram.[2]
* Note: In this case, the length of hair removed is not the determining factor. She should simply trim whatever hair she is able to, covering at least one-quarter of her head.
