Question:
Is it necessary to climb up Safaa and Marwah when performing sa’ee or can we start the next round at the foot of the mounts? And is it necessary to go around the mounts on the first and second floors of the mas’aa?
Answer:
In the Name of Allah, the Most Gracious, the Most Merciful.
As-Salāmu ‘Alaykum Wa-Rahmatullāhi Wa-Barakātuh.
It was the practice of the Prophet ﷺ that he would climb up the mounts of Safaa and Marwah until he could see the Ka’bah. Thus, the jurists have determined that it is Sunnah for one to climb up Safaa and Marwah until one is able to view the Ka’bah, and not doing so is disliked (makrooh).[1]
As for performing Sa’ee on the first and second floors of the Mas’aa, it will suffice to begin the next round upon reaching the mount, as there is no climbing involved on the higher floors and the Ka’bah cannot be seen in any case.[2]
And Allah Ta’āla Knows Best.
