Answer
In the Name of Allāh, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāh wa-barakātuh.
Respected Brother
1. If the girl gave permission to the Imam to perform her Nikah, the Imam will be regarded as her Wakeel (agent). If the Imam (being the Wakeel of the girl) proposes to the boy in the presence of two witnesses and the boy accepts the proposal, the Nikah is valid.
2. According to Shariah, there is no need to have witnesses when appointing someone as your Wakeel (agent). However, in order to dispel any doubts whether such appointment has been made, there is no harm if there are witnesses.
3. The minimum Mehr fluctuates according to the price of silver. You may refer to your local Musjid or Imam to check the exact amount. It is necessary to pay Mehr when making Nikah. However, it is not a requirement for the validity of the marriage. The couple may agree to a Mehr after the Nikah has been performed also.
